You see, if my good paper has been judged to fall short of publication at a given level, there is no way I'm going to green light a paper of equal or lesser quality at that same level or above.

If the paper makes a breakthrough that is important enough then future researchers will be compelled to cite that paper no matter where it was published and even if its merely an unpublished working paper. Getting it into a particular "top" journal is just a way of pooling to hide the paper's long term type. Sure, papers with big impact tend to find a home in "top" journals, but they don't have to at all. There are plenty of duds in "top" journals. There are plenty of diamonds in lesser journals.
