Economist on "What to do if a journal violates its editorial procedures?"

Hi guys,
I got a question. I got a weird response from a journal that was in clear violation to its publicly posted editorial procedures. Is there any recourse or do I just take it? If it matters, I have tenure and the journal is not an econ one.
