I was excited to receive his submission initially. To be honest, we don't get a lot of papers from such esteemed authors. I recruited some of my best and most reliable reviewers. They did a bang-up job, and we gave him a management R&R. To be honest, we could have been a bit tougher on the paper but it was good and we didn't want to scare him off.
Months passed with no revision. Then I hear from an LRM colleague at an LRM journal that they received the same paper! He is going to send it to the same set of reviewers, who are going to send in the same reviews. He is then going to snarkily say "this might have been good enough for a lower-ranked journal, but it does not pass our bar - REJECT."
